Robocops: A Reality?

Police officers in Dubai are about to have some scary technology to have on their side. Using Google Glass and third-party software for facial recognition, the Dubai traffic police will soon be comparing faces with their wanted databases as they walk around. This new software will capture photos of people around the officers and search the database for people wanted for crimes. If a match is found in the database, the device will then receive a notification letting the officer know.

What's very shady about all this, is that Google actually has a policy against this type of application. The loophole however is that the software that is being used has been created by a third party, and installed by the owner rather than being offered through MyGlass store. The idea is, Google can prevent them from downloading said software through someone who made the software, but if they purchase the Glasses and install the software themselves, there isn't much Google can do to prevent this from occurring... Similar to jail breaking a phone. Google has yet to make any comments on the implementation of this, nor have they discussed the legal actions that may occur (if any may apply).
